The Curaçao Gaming Authority (CGA) introduced its Crypto Policy in 2025 for online gambling operators. This guideline enforces strict rules for accepting, holding, and paying out crypto assets, covering governance, wallet segregation, AML/KYC obligations, and FATF Travel Rule compliance. Privacy and meme coins are banned, while fiat-backed stablecoins are preferred. Operators must implement strong security measures, responsible gambling controls, and maintain detailed audit trails. Non-compliance can result in fines, license revocation, or criminal prosecution.
The National Ordinance on Games of Chance (LOK), effective December 2024, revolutionizes Curaçao’s gambling regulation. It replaces the old master/sub-license system with direct licensing under the Curaçao Gaming Authority (CGA), introducing strict compliance standards, AML/CFT obligations, and responsible gaming requirements. Operators must maintain local substance, implement robust governance, and adhere to advertising restrictions. Non-compliance can lead to fines or license revocation. Curaçao remains attractive for startups due to credibility, competitive costs, and favorable tax rates.

As of January 1, 2026, new policy rules will apply to the licensing of remote gambling operations. These rules have been issued by the Dutch Gambling Authority and published in the Policy Rules for Remote Gambling Licensing. In this blog, I provide an overview of the key changes and implications for online gambling operators.
